good evening and welcome to the June 29th 2022 regular meeting for the Banning Unified School District Board of Education in the time is 4:30 and as a celebration you are not message to Garcia okay we all heard that there's a recording being taken Cliff Martinez or please take the role cuz they won't give me my script this time a trustee to trustee Troutman and Laura present is that where we have a quorum thank you very much all right so is there anybody who would like to leave the Pledge of Allegiance this evening thank you mr. Smith I pledge allegiance to the flag of the United States of America thank you words of encouragement some Reverend done is not here and see me but maybe next month he will be here so the words of encouragement I can leave present president of the board so he he touched down last time he was here seeking first to understand before being honest and I want to follow up on the first of the seven habits is be proactive and I looked it up and read about it today and it talks about being proactive in your your sphere influence rather than your fear of care so we all are concerned about what's going on in Ukraine but there's not a whole lot that each of us individually can do however we're also all concerned about what goes on in so for the board that would be you're being fine so I would encourage everyone to take a minute and think about just a minute and think about what your Spear of influence is and how you were expecting us. Martinez Lara and seconded by Keanu and carried on a 5-0 vote in closed session the Board of Education approved appointment with Dr Tammy Thomas for AP at Nicolet Middle School motion was made by mrs. troutman's that can Martinez Lara and carried on a 50 boat good evening and on behalf of the Banning Unified School District Board of Trustees and superintendent Terence Davis we are at I did to announce dr. Tammy Thomas and Mr Walter gavidia as Vice principals for Nicolet Middle School for the Banning Unified School District dr. Thomas spent one year with Chino Valley Unified School working as a French teacher she then moved on to spend seven years with as of Unified School District as a French teacher and task coordinator most recently dr. Thomas worked for Rialto Unified School District as a French teacher and bar coordinator dr. Thomas earned her Bachelor's of Arts degree in French from the University of california-riverside she then went on to earn a master's of Arts in education from Azusa Pacific University and dr. Thomas accumulated Studies by earning her Doctorate of Education from the University of Southern California without further Ado I introduce to you dr. Thomas good evening everyone thank you so much for the appointment I'm very excited to be here in Banning and I look forward to being at Nicolette this upcoming school year thank you and welcome and next we have Mr Walter gavidia who spent four years with antelope next we have Mr Walter gavidia who spent four years with Antelope Valley Union High School District working in various roles from teacher admin designee and coordinator of instruction most recently Mr gavidia worked as a assistant principal for the Riverside Unified School District earned his bachelor's degree in mathematics from the University of Laverne and his masters of arts degree in education from Concordia University he was unable to be here this evening but he has accepted the position I did give him another call just didn't sure that he did not change his mind and he is excited to be here and a part of the Banning Unified School District family so without please join me in welcoming dr. Tammy Thomas wall and mr. Walter the video to the Banning Unified School District family Mister Baker will we get to meet him at the next board meeting and last but certainly not least in closed session the Board of Education approved the appointment of Anderson for principal at Central why does it say Central Cabazon Elementary School motion was made by myself Miss Martinez Lara and seconded by mr. Smith it carried on a 5-0 vote like I missed call for job I know she was not transferring that's why I just know I'm just joking. Just joking just just a choke do it is my great honor to also be here on behalf of the Banning Unified School District Board of Trustees and superintendents Darren Davis to announce my replacement at Cabazon Elementary School which is Ricky Anderson and he comes to us from Lucerne Valley Unified School District where he spent the last three years working as an assistant administrator of academic Improvement for one year and most recently as a principal for an elementary school mr. Anderson spent some time on at both the Coachella Valley Unified School District and Redlands Unified School District as a teacher instructional coach assistant administrator of him Mister Ed Anderson Herndon his Bachelors of Arts degree in liberal studies from the University of Redlands he also earned a masters of arts in education from Concordia University he is scheduled to complete Doctorate of Education from Concordia University in 2022 which we did talk and he has finished and he is currently dr. Anderson so without further Ado if we can welcome dr. Anderson to the mic good evening everybody some stuff. I'm that kind of guy just write some stuff down I'm really excited about joining the Banning Unified School District and the Banning unified team I've been impressed with your guys diversity as well as your inclusion in the district I come from us District myself sore not going to be too shocked with this being so small I come from a district where we were the 2022 pivotal practice school as well as the district and I wrote those also you may notice me I we were the first School in San Bernardino County to open up during the waiver during covid so we were one of the first school so I know I have big shoes to fill your Eddie told me but I know that I'm going to keep the tradition and thus Foundation that mr. Baker is provided in also I'm looking to fulfill the vision of superintendent dates thank you thank you Doctor understanding welcome all right so we gave you the vision President we did not receive any comment but thank you so I'm 3.3 PTA comments I would like to welcome BJ president Anthony Garcia what do we still have do we give directional I don't know what's happening guys we covered it mr. Garcia please congratulate our new hires and welcome Unified School District don't believe anything they tell you about me and second I just want to avoid some concern about item 10.1 resolution number 23-0 04 just because I don't see spending education dollars on this is not something we've done in the past and you for counting the statement is not something that I know is is done in other districts as well and it might be starting the precedent that could become expensive in the future when does grow we do get a lot of candidates flying so I'm trying to voice my concerns about that thank you thank you very much item to find store CSA coming so I would like to welcome csca president Jennifer good to see you again as you said I'm Jennifer's run on the president of the CSA unit here and I also would like to congratulate the new hire the district and I wasn't here last time and I wanted to say congratulations Donnie Baker on your appointment as the assistant superintendent of human resources and I hope that we can continue the collaborative whatever we had going on we just continue on with that and look up looking forward to meeting in negotiating during the summer thank you thank you Miss Toronto very much all right items for superintendent comments mr. would you please give us your comment yes just very brief this evening so the first thing I wanted to again think our El Cap team are bargaining teams for providing an input OLCC am Beauty as well as our community members by the input on our team worked very hard given a lot of changes with the process this year so I want to thank you all for that and being involved and right there in in the El Cap has a lot of things that's directly support students that's what we should be doing directly supporting students other thank you is goes out to our summer school staff everyone who has basically said I'm going to continue to work through and support students the summer I know it was a very tough year so I just want to say everyone for coming out and being here for our students and our new appointees are looking forward to having you here I know that was a very quick turnaround but we said if we waited till the end of July would not be we want to get you here and get you on board that way you have some space and get going so welcome to our district and then finally I have here ETA, I just want to share you know typically in the summer you know most people go on they have their summer and typically the Teachers Association they go on and so there was some things and I'm like okay we'll pick that up but no not rbta there at it and working hard and here's the stuff a my fault I got the ball in a few things but we know you're here and we'll get going so thank you thank you Miss Rosa thank you mr. Davis all right moving on to item 5.1 content calendar my recommendation is to approve consent calendar agenda items 5.2 through 5.5 as provided all matters listed under the consent calendar agenda Ark where to be routine and enacted by one motion and vote there is no separate discussion of these items prior to the time the Board of Education considers the motion unless a member of the board or administrative stuff request a specific items we discussed and remove from the consent calendar agenda thank you so do I have a motion and a second to prove the content calendar item I'd like to discuss a 6.2 K15 right now though so we'll get there in a minute I'm sorry I'm glad you said that though because when I looked at Five Point you wanted to know like you change. Baker so do you just I do with cell phones we have a photographer doctor Cassie but she's ready now standing on the ground okay thank you for all the interruptions and being patient with us okay so I'm moving on M6 special league on special items and so miss, you just want to wait till we get to 6.2 to 6 so I'm 6.1 this item is for the board to adopt a 2020 223 local control and accountability plant annual update and budget overview for parents thank you do you have a motion and a second to open and discuss item 6.1 I move I'll second the motion by Miss Troutman and second by Miss Martinez Laura Miss Casa Bush doctor tcd superintendent Davis it is my distinct pleasure to present a little bit on our El Cap for the 2223 school year and so we have come of course to the time where work that has continued for the duration of the year has come to a Paws and I do want to just visit some of the alignment that distinguishes the El Cap as the driving force the district I'm as you may recall from the previous presentation on the El Cap is a leveraged against three sets of goals namely our Banning Unified School District goals which you'll see in that First Column including student academic achieve which is a great Foundation all the way to things on that include increasing parent and Community engagement that is also leverage against to eat State priority East I'm which come directly from c d e and you can see how we've categorized oh so that they're in alignment with our goals and the school district and then finally are Banning El Cap and sister goals which are lying to those two previous steps of goals that we have four goals that form the foundation of our sipsa which includes accelerating academic achievement building the capacity of Staff cultivating a safe and healthy wearing environment and then finally in Perinton Community engagement and involvement in terms of our alignment process I mean you've seen this before but I'm we do just want to remind on the community this is a process again you heard me mention we're pausing because it is an ever-evolving process. It's it's really doesn't end and we'll be continuing this process of course in the fall but we begin first with that comprehensive strategic planning wanting to make sure that all of our budgetary expenditures match up with needs that are based on student data and based on any other data elements so that the expenditure can be traced directly back to a need always leverage against data then we have are meaningful stakeholder or Community partner if you will engagement picture here shows a great I'm session we had where individuals team and provided some feedback on posters I'm in this is one example of the many ways and attempt to collect Community partner be back so that we can get multiple perspectives from various groups including our collective bargaining agreements of parent teachers on the lake and then finally you counter body and compliance what does all of this mean are we putting our resources towards where they're most needed I'm so that we can make sure we are also in compliance with various state and federal statutes and so at this time so I can come open is going to come and talk a little bit about some of the areas that have to do with course with each of those goals beginning with addressing academic need followed by a I seen our social and emotional needs of students good evening president Sadler Martinez Lara and superintendent mr. Davis tonight we are bringing this update of where we where would this update of our out cap and I wanted to start by focusing on the goals that drive the app Facebook that we wrote the first is the focus was accelerating student achievement and the second would be the theme of building capacity of our staff by providing effective professional development that aligns with the needs of our so the speed of the two goals at work towards meeting the need of academic academic media for students who are ya who are socially economically impact in our students worth of foster youth so the first and the second goal the actions they were added to our elcap are extending the days of instructional coaches we now are fully staffed all of our instruction or coaches are math and Ela English coach at secondary level and are for elementary spectrum of coaches positions have all been filled we also want to add for elementary Reading specialist all the elementary sites to support the need to close a reading gaps as well as providing a new phonemic awareness program K5 and expanding the piloting read naturally read naturally program across the district as I mentioned in the prior presentation we did piloted at one of the schools and saw that they had a strong impact on closing the gap of a lot of is high number anywhere from two to three grades in Reading so the next action that we've added to this year's El Cap is bringing on board a district English language learner specialist at the district level to help monitor our English language program across the district to be able to integrate as well intensive ELD instructional materials grades 4 through 8 to decreased number of long-term English Learners that we see rolling into the secondaries you didn't provide a alpaca line practice in a digital platform bring on board a foster Youth and homeless liaison to support her students in this District thank you to support the needs of our students who are coming from other sites were secondary as well as Elementary divide them and connect them with outside wraparound services in our community in our County we want to also bring on board College and Career Readiness specialist to help us increase the number of students who are graduating from Banning Unified School District that are prepared for the college in the career world we also want to add cognitive died in instructional masks in K-8 and then support our middle school with math lesson study sessions and last but not least I for elementary not intervention first to help support all these efforts in both English and math the next area of actions that we like to uh fourth is addressing our social emotional behavioral needs in our district and these are highlighted by Kool 3 it has a topic of health and safety safety and health and learning and to improve our safe and healthy learning environment connected with our parent and Community engagement these two goals combined together help support the area of social emotional and behavioral needs of the students in the band Unified School District find demonstrator is is outline outlines basically what we'd like to bring forth URL cat we want to work with the site development master plan to adjust Heat that are specific to each side modifier to your two and three plan to the school levels we want to be able to bring on board to alternative to suspension teachers to be able to support not only the high school but have a country in middle school is well bring on restorative practices to the curriculum provided in the framework provided through Collaborative Learning and Bluewater Abreva to train staff so we could be self-sufficient and be able to support these programs long-term here in our district by providing training through trainer trainer model another individual we'd like to bring on board the Safety and Security coordinator to be able to support district-wide safety and the safety protocols district-wide uniform uniformly across the district somebody that kind of guy those practices you that checkpoint we as you saw tonight we now have added to Middle School assistant principals as well as like at 2 that's a repeat skews that developed learning learning center model center with wraparound services and interventions for students who may be recommended expulsion but it may be an alternative placement for students who are not being successful at the at the regular site that's to be able to support Learning Center would like to add a blended teacher Blended teachers for the Learning Center is well another recommendation is to add to it when we enter School assistant principals another the last book the next recommendation is to we'd like to bring on board a child welfare and attendance coordinator to help to help increase our percent are decrease our percentage of students chronic absentee rate in monitor that also district-wide and be able to support the site in a more effective way to help support in our engagement from our community would like to bring weed like add a district family and Community liaison district-wide to help support and engage our community and increase our parent engagement district-wide from elementary all the way through High School you also proposing adding. Ambassadors at each site as well as adding sensory Base Elementary playground equipment and outdoor Fitness areas for high school in Middle School equipment and last but not least add a vocational nurse a licensed vocational nurse to increase our health services District next I'd like to invite Miss Rivera to come become the finance in the El Cap thank you Doctor Pendleton evening president Mark Martinez Lata English Board of superintendent mr. Davis the steam leadership of the Banning Unified School District and the Banning community at large I am very excited to have a few minutes here as part of the be that makes a board as she's me what item yes to speak on the finances related to the El Cap and this is really more of an update and really from our June a board meeting and here we have no revisions to the else that's funny formula I would like to start here from the bottom and explain the multiple components of the lcf at finding that base funding at 41.1 million then we have supplemental concentration of 17.7 that is a full 49 million-dollar difference from the allotted amount for the 2122 school year before the increase in concentration funding so a lot of the added actions into the lcad or informal people and that was the intention of the increase of funding for concentration funding of 15% be able to provide improved services for students in addition to that I'll see if that bucket is some add-ons that work in a 2013 which was the I really the eve of the associative being implemented in 13 14 and a half notice that the total assets of funny and 59.5 million dollars does not include the additional $184,000 that are being received add on you this year I do to the implementation of universal transitional kindergarten bringing us to a total of 59.7 million dollars in lcff budget cycle we have moved on we are now at the point where a proposed budget is being recommended for adoption we are still waiting for the final details of the United budget I do have an update base on conversations at the next level with the governor budget is based on conservative Central enrollment 88 cost of living adjustment and there's also been some changes to base funding which again I'll speak on it just a few it is a look at three years three fiscal years making sure that the district is meeting its Financial Obligations for the current and two subsequent years which by definition is A+ certification it is not required for the budget adoption however the certification for Bebop about 4 at first and second interim a budget is aligned with the elf and the changes that I'll speak with just a second here looking at the major component of lcff is enrollment as it is tied to average daily attendance there has been a slight shift like we discussed last time we met relatively flat enrollment there is a slight increase in 24 25 and then that's a due to the fact that you're larger 11th grade class that would be then moving into 12th grade smaller 12th grade class graduating therefore it's an increase overall 32 students at least conservative projections do not include Universal Transmission kindergarten or any good in the Banning community moving forward into general fund revenues and expenditures on the left hand side we see a total revenue of 77.5 million dollars on the right hand 579.2 million dollars of which 80% is dedicated to specificity salary start for salaries and employee benefits carryover balances are generally not included in a budget however you choose changes in supplemental concentration there is a carryover provision require the district to provide increased in the pool Services of the current year which will be 22 23 plus any carryover from the part in this case it is 1.6 million dollars I'll be recognized from 2122 at the expenditures however not revenues this creates a deficit spending affect however that is not nicer true there is actually a surplus of over $800,000 in the unrestricted general fund I'll go ahead and speak on it just seems like there's also one time funny and expenditures here or 3.3 million dollars and us discuss last time around the baby take care of my bereavement is included in the Spanish version by what are your projections assumptions and other factors this is all the same information that was presented again a couple of weeks ago I do want to highlight party items on this particular slide which does include the getting back to her Circle levels on 88% if so that would be a 93.8% in 2122 due to the damage we were at about 83% significant decrease in funding another item I would like to point out and I will be loud rating and I know that I'm pushing and punching a lot later on in the flight stuff because there's more in-depth content in just a few slides is the cost of living adjustment of 6.56% and the anticipated 3% increase of the base that has changed and I have that figure in just a second awesome increases to pension cost on behalf of the employer for calstrs in California that is a significant increase from 2120 to result in about $900,000 increase cost of the district and last but not least which we've all been experiencing is inflation and the Consumer Price Index increase by about 6% are due to some of the challenges in securing goods and also supply and demand what was noted here two weeks ago was that the governor's proposed included a three-year average 88 mechanism with an lcff that was not included here however latest conversation say that the it will be a part of a funny when is a moving forward and again I have some more information in just a second hey now moving on to the three-year picture or multi-year projection also known as the nyp here we see that effect deficit spending in 22 23 1.7 million dollars however there is a total unrestricted general fund that excess of $844,000 the reason why the numbers don't match up because there's also a negative balance interest side of the general fund or due to the recognition of expenditures without recognizing revenues that were carried forward from the previous year and 2223 there's a result of 6.34% as a is there for economic uncertainties or 23 24 and is a 6.28% reserved for economic and that year there's actually a surplus of 2.9 Million Dollars and moving on it to 2425 there's a surplus of 2.7 million dollars which results in a reserved for economic restrictions of 6.32% reason why I glossed over some of the components the fund balance because there's a lot more details here on the next slide or before then I'll pause here for any questions so now we get into some complicated math here when it comes to the budget reserves transparency Education Code in Gatsby 54 require the district to provide a full listing of all the components of the fund balance also known as a budget report reserves transparency report here for 2223 there isn't any fun. which includes both combined assigned and unassigned balances of 18.6 million dollars the district's minimum Reserve requirement is 4.5% which is the equivalent of 3.5 million dollars in the new year that is only enough to cover 60% of one month operating expenditure next we have three different components of the fund balance that are broken down into these categories bendable components which would include inventory stores or any Cassidy Bobby pass account also we have restricted balances in there as well as part of the restricted general fund that I hear my for certain purposes the second category American partners of the fund balance at 7.9 million dollars he's required board action and there is an item on the board agenda that would speak to you and be able to commit some of these abandoned his troops versus intended purposes also there's a sign components of the fund balance these are a little bit more flexible do count towards the reserve cap and I'll get into that calculation in a few we do see here the reserve for the economic amount of 5021000 which results in 6.34% and so the arithmetic here is dividing 5021000 by 79.2 Million results in an Ari Reserve fraction of 6.34% the reserve cab that was triggered in 22 23 at a maximum of 10% includes assignments as a component its fund balance and so when we add the 5021000 + 2899000 that result in a total fund balance subject to the reserve cap of 7.9 million that can result in a total Reserve cap or the betta Unified School District of 10% and the same percentage is captured it through the three fiscal years meeting the Garment of the temperature digging a little deeper in the different components specifically commitments and assignments these are the same commitments and assignments with slightly different dollar amounts in order to balance out the budget here for commitments we have supplement concentration carryover education equipment Furnitures and other items that are part of that project also the batting High School admin office we are going to station technology infrastructure discussion said we've had as far as making a an investment into the technology infrastructure also an expected math book textbook adoption rather one-time funding expenditures that potentially can be ongoing expenditures unforeseeable operational mitigating factors also the possibility of meeting general fund dollars committed to Universal Transmission kindergarten program implementation which also includes a facilities component there was a filing with the appropriate department for 4 funny for Universal passages it is a Parson project meaning that we would get a hundred percent of funny however these are contingencies here in case there is a need for the general fund to make a contribution to these projects again commitments are committed by way of board action through a board resolution and there are they are in the agenda in the later assignments unrestricted for and carry over there is also a contingency here bill due to the fact that there wasn't expect she's at 3% and this is just a contingency in case that 3% did not materialize as far as an increase the bass spawning by the governor and there is a also an assignment here for the attendance lost due to 88 that was a decrease from our historical 3% average daily attendance down to 83% in 2122 these are the commitments and assignments are there any questions I was going to save it for 2 but since it's here I'm a little concerned that safety wasn't implemented in our commitments that like safety it meant for classrooms for campuses cuz we we do need updating on our safety and I wish we would have implemented that in here is and I know we're at the deadline but I would really like to see safety somewhere in here and expenditure for safety so are you saying physical safety cuz but that was in the alcap but that was more for health and safety commitments I mean write something or like in Jen safety across the board for whatever we can do to make our kids safer and teachers and teachers staff everyone that's a good question and there are various actions in the El Cap dedicated to sue the safety in a positive culture and environment for both students and staff also a lot of the projects that are part of the war has facilities plan in addition to other projects reside outside of the general fund that are funny fun other sources such as fun 40 which is mostly Redevelopment agency fees are collected and ends so that is one of the reasons why it is not here it is Financial commitment at this point to be assessment of the commitment necessary for safety for the bi paralysis devices structures is still being assessed and the board has already nominated tattoo board members to be Mary and there are various other avenues in terms of funding resources to be able to address safety concerns I was just wondering since not wondering my concern was since we have this excess funding that we're spending on I agree with all these commitments I do I just feel like safety should have been included cuz there's there's always more we can do to make our kids and staff safe and maybe if we missed something then our committee could say hey let's do this or XYZ or whatever the case may be I just would have liked to see more safety you can never have enough safety for students and staff absolutely and I will say one thing before mr. Bannister Davis is that there will be an opportunity to make revisions to the budget to send some of the latest changes at the state level thank you points of a clarification one is I think we remember, you're saying is specific lie and item that spells out safety in these are the dollars that allocated to it so I think in your appointments ahead of yours saying that we know we're going to have a committee we're going to need your locks window coverings all of these things and so there's going to be a fund if you will that we can go to to pay for those expenditures test track more importantly if in the revision if the specific line item that can be clear and we're saying it's coming out of this pot if that's feasible and yes and there will be no opportunity to dedicate additional dollars from the unrestricted general fund to be able to address some of the safety concerns also within the unforeseeable operational mitigating factors I can also be one of the items that can dip into what would be now the 1.4 million dollars in 2028 that thank you what is new at the state level and as of June 26th the lcf local control funding formula finding did increase from what was anticipated of the 6.56% cola which remain the same however it was an add-on to base funding instead of the 3% that wasn't is the Yankees overall was roughly about 6 and so there is an increase of almost additional 3% funding to the other Shakedown and fun a component of it is part of supplemental concentration in the tune about 1.6 billion dollars also the Governor when you go stations with legislator agreed upon a 88 funding change to a three-year average as opposed to the current fire for school year that would generate about additional $600 and $1,000. what extent that would be feasible Academic School year or the following there's possibility it could be for the upcoming school year just depending upon looking at elements such as Staffing as well Bailey who continues to teach our students and guide them in their art success I personally remember mr.
