Eden welcome to the October 12th 2022 regular meeting of the Banning Unified School District Board of Education the time is 4:30 Sandy advised the recording broadcast of this meeting is being made at the direction of the board clerk Martinez Lara please take roll Christian Keanu present present president Statler not present Christy Smith we have a quorum hey we'd like to invite the Banning USD Color Guard to leave the Pledge of Allegiance Martha begin thank you Ben and USB color guard is always a boy okay this evenings words of encouragement tonight by Reverend Bill Dunn members of the board and all those who gathered at follow your Twitter a lot and your Tweet a lot looking at mr. Davis now I'm looking over over this way at dr. Kazi Bush and a lot of sweets lately have been about leadership and and I just want to bring this this to you I learned this from dr. John Max many years ago everything Rises and falls on leadership everything doesn't matter what program you have doesn't matter what opportunities come before you the readership so obviously the leadership is gathered here at the elected leadership and we're grateful for you the people who were appointed to be the program heads within the district we're grateful for everything you do I want to stop think about some of the leaders that we just got through witnessing who came in at the present the colors there are other leaders who are here present tonight young people that do we have here teachers in the classroom the coaches on under playing fields and on on the porch sometimes leadership comes from the title that we home but usually that's not what sticks the leadership that lasts and the leadership that matters in the leadership on which everything Rises and falls and performance that real for individuals whatever the age anyone can be a leader so I say this not just you but I say this also to the people who are who are gathered tonight with me all of us have capacity for leadership and all of us had the opportunity to demonstrate that leadership everyday and everything that we do and I think we start thinking about things in. way the leadership lid how high we can go and the sky's the limit and I know the theme this year is the time is now so I I put that out there why not now and why not us and you Rev okay I don't want point three are there any changes to the agenda that need to be made there are no changes to me thank you are there any board request to change the agenda right now I have a motion and a second to drop agenda as posted all those in favor alright thank you I don't want point for student presentations I would like to invite. Kazi Bush to the podium reduce this evening student presentations good evening Danny Unified School District Board of Trustees superintendent Davis on the community my pleasure to introduce to you our first student this evening from ASD Middle School Miss Natalie Perez who's going to come and talk a little bit about what's going on at Nicolet Natalie good evening board president Sattler distinguished members of the board superintendent Davis and members of the Banning Community my name is Keegan Lindquist and I'm the eighth grade as be president at Nicolet Middle School I'm here to share with you all the Palomino Pride that has happened in the past month September 21st is be held their first pep rally with help from The High School cheer team and band mine Saturday October 1st Connie Clark I need the annual Ray of Hope retreat in Indian Wells with 25 students October 6th half of the 6th grade class attended a field trip to the San Diego Zoo October 21st the second half of 6th grade will attend October 6th grade science attended stepcon 22 in Riverside with a t Palomino's 40 of those palominos were also able to experience an escape room cross country boys and girls basketball basketball teams we're introduced and various games are played October 5th and 6th amazing Rick Ramirez presented students and staff for the culture building workshop October 12th 8:50 students attended the Catalina ship conference Riverside sports news Nicolette cross-country run Amazing Race has recently and Temecula there were over 20 schools and 600 Runners competing all of our palominos ran hard and finish the races great effort and great times volleyball tryouts have also begun this week David is presently hosting College and Career spirit week Monday jalapenos were the colors of the advisory class is college Tuesday was military game today palominos dressed as the dream career tomorrow probably knows what wear a hat and Friday will be college sports game upcoming events include Red Ribbon Week a BMX presentation Friday Night Live as in a haunted house November 1st Palomino's will start off the month with yet the electric goes where students will experience face painting and annual Battle of the DJs and esquites thank you thank you very much next like to invite Lucy Guzman from Combs alternative Lucy good evening four presidents that were distinguished members of the board of superintendent Davis and members of the Banning Community I name is Lucy Guzman I am a senior from New Horizons high school and a proud member of the class of 23 thank you for allowing me to share a consultative approach with you October is in full swing and we are looking forward to hosting on edible and then a new project he's on site team-building workshops and Retreats will establish confidence require collaborate Creek community Farm stressed and allow our students to do in areas of leadership now is the time to shine a spotlight on Sophia Waters New Horizon / banning-beaumont September student of the month and biscuits reading Maurice Tyson as a student of month comes is looking forward to several possible programs including music enrichment classes expanding our Esports Club encouraging students to explore computer science and it pathways in addition Kunz 11th and 12th grade students will be visiting the Museum of Tolerance fun activities and competitions are in store for Red Ribbon Week including a guest speaker from FNL as we celebrate the 2022 theme Celebrate life live drug-free come toasted UTI Universal Universal Technical Institute to learn more about their hands on programs ranging from automotives to Moraine and even aviation industry New Horizons is continuing their school add historic Banning pbl project last Friday together we visited Gilman Ranch touring the ranch house exploring the stagecoach Museum and even panning for gold this Elementary and sped students continued to come together to socialize and plans are underway for a Halloween event thank you very much for your time and consideration thank you and last but certainly not least, I like to call up Lily Yang from Banning High School an evening presents Adler distinguish men the school board superintendent Davis and members of the community my name is Lily Yang and I'm the associated student body president of Banning High School the home of the Broncos we recently celebrated Homecoming this year was Brock Lesnar the strongest place on Earth place on Earth our dance was on Saturday September 24th did the dance went off smoothly and there was positive feedback from all of the students we even heard that students who didn't come have developed Como for upcoming winter formal Vamos a fear of missing out even heard that oh Friday the 30th we had both the pep rally and the homecoming game against DHS High School ASB was able to adapt through some technical difficulties at the rally and we saw an increase in participation of the students put them to the game later that evening at halftime to game at Halftime of the games also announced our homecoming king queen and Mark Solomon Nicholas J Lee Martin and Isabel Thornton homecoming with the victory by Broncos football team we had a very first who did that year students enjoyed food from shaved ice to Soulfood it was also a great fundraiser for all the clubs on campus and on Monday the 8th Class went on a field trip to Los Osos High School are taking the world's greatest School Conference Frances allow RSD to learn from other leadership program that we can continue to grow and create a positive School culture and climate for a this week has been College kickoff we have had a spirit day each week and we'll finish the week with Jersey day where students can wear College were their favorite Jersey and honor of college per day on Thursday and on Friday will be having anything but a backpack day we decided to bring back the spirit day because it was so popular last year housing participation from every student on campus we also invite you to come visit or College Oakridge Mall this event was put together by a counseling team currently is B is working on planning the winter formal and ways to improve the school climate with our Newfound information from the conference thank you for listening and I hope to see you at the upcoming events that concludes our reports Baker the podium good evening Board of Trustees superintendent Davis Community and staff it's my distinct pleasure to stand before you and honor one of our own employees Jack Sanchez or an amazing feat dad he stepped in and saved the day we had a situation that occurred at Central Elementary on September 19th where student was choking and Jack reacted quickly and did the Heimlich maneuver and actually save this young man's life out pops a great so without further Ado if Jack can come up here and join me instead of Baker can you hold one second do we have a video first let's all the sadness we have the videos to the video you didn't get to that before we get to that I'm sorry various a school custodian is getting the recognition he deserves for the quick-thinking actions to save the life of a kindergartner I would have to support illegal start with his details with this week's Inland Empire care story do you think Jackson here yes lots of student Joshua Dupree we're providing jacket certificate apart that appreciation for saving his life posted on social media going viral say the world's choking on the gray my students from a dozen classrooms having lunch that day Jack was able to notice Joshua struggling to breathe does gasping for air pump in and then that great just popped out I feel much better Jack is very humble and very does not like recognition so we make sure we did you know make a big deal out of and help him understand that's something one all here for you to be that observing doing the big as long as we have which is 12 pieces that you saw the student choking and after didn't run and get me then run and get the nurse he acted quickly cuz he knew that it needed help with love kids the passion form and he's more than just a custodian he takes them as his family as we do him or at least called and said they could have been that's what hit me right here so very very sad day for us and without him I don't know what I don't even know what I can't even imagine where we would be right now which is very sad. The grateful that he was there and they would save the day I say anything better than that and if I did I'd probably start crying so I'm not going to say anything else we're just going to bring Jack up replacement well thanks for that was fantastic all right I don't want point six student board member comments all right good evening president Statler distinguished members of the board and superintendent Davis and the members of banning Community to start I would like to thank the board mr. Davis and others are being very welcoming year to help me grow and succeed in my position means a lot and I'm grateful for the opportunity to do so all right sweetie I would like to share my experiences on the recent avocado trip the trip was an overall success and I'm internally grateful for the opportunity to visit those colleges and it's offered me Insight on which colleges I feel comfortable fine too and it's giving me an overall under stressful application. There's one thing that I would like to mention that would make you to chips more enjoyable I would like to request in the future at a charter bus is considered since long periods of time are spent on the bus I would like all students to be as comfortable as I had a positive experience overall but the ability of a bus would have extensive experience and there is one more item I would like to comment on regarding the mountain security I have noticed some areas at the high school could be improved improved by having more security I believe we're security would provide more student Comfort I know this is being worked on but I just wanted to give my input including as a senior this year so far has been the most enjoyable and fun year the school activities the climate and culture as your participation have all excited me for the rest of this year I see you guys and take one behind scenes and thank you guys for your time thank you miss the Bala good to hear okay I don't 1.7 Unity comment we have one comment card Mister Ron Duncan evening has been a while since I've been here want me to read it out the policy on the minutes okay or malady no problem thank you it's good to be with you tonight it's been awhile since I've been here I didn't know when I might be able to make it back I thought I would come and take this opportunity to start first. To say thank you for letting me be here and board members superintendent and everybody else involved Jason's going to be leaving as soon and so I wanted to personally take the opportunity to thank him for the years of service now that he's done with this board and incredible interarms long ride and I can decide to not see you up there might all be women not a bad thing but you know nice to have a man wearing brown once in awhile if she wanted to get some trouble so but thanks again Jason want to wish you the best what you do you did a great job for the city on a wonderful job cuz it's School Board School District thank you very much all right now the board will not go into closed session - 455 it's just going to be okay so before I get started on our presentation for this evening I just want to start by saying there's a lot of new positions that are coming forward and some people may think what's going on but it just says a remind all of these positions are coming from the El Cap that was approved in June and so it takes a little bit of time for process to get people on board and we're really looking forward to you being on board with storage is a smiling away and in Miss tourism is aggravate they know what it's like to work here man and I know they're hard blood and love as far as students in and we admire that we appreciate that mr. Shaw Welcome to our family and we know you going to fit right in second thing is one talk a little about Alyssa Isabella our student board member so last week at the opportunity to meet with her and miss Valencia and I and she really wants to grow in this position she really wants to take a leadership role and so I am really excited about her quest for learning and growing and I think she is the youngest of three or four siblings that she has and so so she's the baby ready to go I just love that excitement that she has and finally Jack Sanchez I will have the opportunity of spending a little bit of time with that ABC a news video and you can just see Jack Jack didn't want to have anything to do with any cameras and he talked and he was like no his biggest concern with his are he's like I need to make sure this hair looks good and it look good tonight but I was just blown away at his ability and I don't know if you've been through Central in the MPR with lunch area is you a three or four lunches so students are coming in and out of there all of the time and with Jack has to do is he has to wipe down those tables screw things up quickly right away and then the mist of all of that he sees something that needs to take place in moves into action so just really proud and honored to be working bad and be a part of this strong team that we have with that being said this is our third session on the book coherence by Michael Flynn enjoying in that picture there was taken or the pictures I guess was taken last Monday and this is at a principals meeting if you maybe can see that there's a book that we're doing a book study on which smart leaders Martins this was one of the times that we kind of really took off the gloves in and let her know we don't let her hair down we kind of got into some deep discussion about where we are as a district in what we need to do to move forward we've had a great start but that start phase away and so now it's time to get into the work and hash things out and we're doing that as evidenced by some things that Mr Dunne said by evidenced by our bargaining unit member they came and talked a little bit so we're on the road but it's a lot of work and that's what really this chapters about this evening so as a reminder our vision is to ensure that we prepare Inspire and educate our students as well as our staff and that we are definitely a diverse community that collaborate to develop responsible respectful and prepare students to achieve their full potential and that should be in front of us with everything we do that should be our guiding force as a district should I tap the three is cultivating collaborative cultures which is was talks about the culture of growth learning leadership capacity building and collaborative work and I'm just going to talk briefly about each one of those add a reminder chapter one that we did two months ago this was about the drivers we got the definition of what a driver is in full and suggest that capacity-building collaboration pedagogy which is the method in practice teaching in the system is the coordinated policies to bring us board are what we should be looking for to drive us forward cockatoo was about focusing Direction and asked about being the glue and those components were purpose we have to have what is our purpose as a district have impact will goals we have to have Clarity of strategy and change leadership and last time I talked about that we are in the mist of chain leadership so we'll miss Torres moves into this different role is going to be a little bit different and so she's going to have to adjust yes you will miss for it and so we will do that but it's about focusing where we're going do tonight these are the three topics and in this book I look back at it was published in 2016 I did the same presentation in my previous district and whatever this in 2017 who was brand-new it was interesting about that woman. what about the combination of Rapid change emerging Technologies in global complexity require new process for knowledge building it's about we not about what you're going to do something this about how to we do this and what makes that very interesting since this was published in 2016 as we all know since then we were in a pandemic and I hope we're out of that now but these things still remain the same there is change the technology is changing in the global complexity are asked the first part of cultural group really talks about the actions and talks about as a leader what are your actions because you're directions Ripple through the organization it's not always about what said or what you do is how we do it and we need to be mindful of that and sometimes we're not always mindful that we need people to are cells or be honest and have some deep conversations because your actions typically can be perceived as positive or negative intended or unintended but no matter what in your actions you're either either incoherence and commitment or fostering tension and frustration so you all know that as living in our society sometimes you want to do something but it is unintended someone might take it the wrong way that creates castration for others do in this system how do we become aware of that incorrect are packed the next part talks about growing leaders at all levels so what's interesting about that is when Reverend dumb was here this evening he talked about that leaders at all levels we have student leaders that come up here and talk we have community members we have teacher leaders who have passed by leaders are amongst everyone it's not just the administration percent we have leaders at all levels in the book this kind of analogy to the show the Survivor I think it's still playing the Survivor where you kind of throw these people in this island and have to survive and do all of these tasks versus The Voice haven't really watched the voice but I know that's a music show some entertainers or something like that and so they talk about when you have a Survivor type mentality you're bringing those leaders forward and then you're just throwing the man and figuring out what's going to happen is trying to sink or swim and we'll see what what sticks put in the voice you pull up leaders and you support them you guide them you're there to move them forward and so it talks about in The Voice as an example you are really going to grow your sustainability and that's really the key out of this chapter and so it's not about I'm going to do something to fix you morso provide support and Foster the last part it talks about internal versus external development and it talks about when you create a rich dialogue with people so you're having a deep honest open conversation with takes a lot of time and ask where you get movement when you start to collaborate each other thoughts to move forward versus engagement resources in Opportunity so again that goes back to if we have consultants and we talked a lot about consult since I've been here in should we have Consultants how much we're paying for them in so when you have a consultant come in to fix what we're doing are coming out coming from the outside and then we end up with a 40-page report 100-page report what is that going to do they provide some support but who's going to be looking at that on a daily basis versus a consultant coming in providing some guidance and then the team is engaged with it we develop resources and opportunity for learning to sustain that movie for and I know mr. Garcia would appreciate that right look at that man again your actions speak much louder than your words you can talk but what are you doing Lexus lead Learners also learning leadership and I likely Learners because that means that if you are a leader you should be a part of the learning so that means that you should be an active participant so I do principals meeting just say hi and leave I should be there learning with them so no matter how many years of experience you have that's great but when you also add knowledge and skill you're putting that all together to be a part of the learning so much about building a team of leaders creating an environment of learning and that video or the picture in the beginning that's what we were trying to do we're trying to calibrate and learn together way we grow together and a third part of this talks about the quality of learning for students and adults and again it's not always it it's about knowing what you're doing but more importantly why are we doing sometimes things are pushed out to you do please do this or do that task but it's more about understanding what the task and why are we doing it that way people absorb it in the more readily there to support full and talks about this throughout the book but he also talks about having a few goals a clear plan and not getting bogged down because someone can sit there and just get bogged down by emails all day and nothing done so you have to be clear you have to know what and some things have to wait not to prioritize that the next part is about capacity building and they're this defined capacity being a capability of an individual organizations to make the changes required so the question is can they the person or can it the organization change and that's about a mindset so if you have an employee or staff member who just not making progress who say they're never going to make progress or do you have the mindset as a leader to say I'm going to help you we're going to grow and develop and that's the mindset we want to create that way we're always supporting our staff which is challenging that's not easy and in the next part of that talks about the collective ask Cassidy building is how we improved reimagine and rethink is developing a learning culture developing a common knowledge in a skill-based which accelerate positive change and that's what we need many positive change your Foster sustainability and a system of thinkers and problem-solving and again pulling points out with a few goals the third component of the Ford this evening is collaborative work which basically measures the quality of our learning so it looks at the design of the learning so anything we do whether that's in the classroom weather facilities attack technology is what is the quality of the learning they talk about four stages one is awareness understanding practice and sustain Behavior because if we're not out where why we something or don't fully understand it then we can't put it into practice and it's definitely not going to be sustained Behavior so that takes some time to slowly work through that it talks about the opportunity to use new skills in a safe environment so I'm here at a board meeting I'm at the diocese I'm on camera so if I was very concerned about trying something new but it wasn't safe because I'm going to be ridiculed or her or called out I may not do that and so how do we create the conditions for being able to try new things and say goodbye but that means we have to create the culture in order to do that component of this is it talks about surface learning I don't know how many times you have gone to a training or something and it's okay because it has little application those are the trains where you go to I'm not going there anymore because it's going to waste my time because it's not going to apply to the work that we're doing the school district the next phase is frustration that's worth collaborative a very little impact. first step is when you have personal growth meaning that individually you're learning a lot for what you're bringing in however there's little connection across the organization and so that's what key for us sometimes our what items that come before the board and we're going to do one thing at the specific School site the question is what about the rest it was how to recalibrate that to have connectivity across the district that way we're moving everyone for was successful practices and finally it talks about the The best scenario in terms of the degree of Collaborative Learning is sustained and systemic and that is where their strong collaboration an application for sustained in system impact meaning you bring something in everyone's going to know about it everyone's going to get on board and do it and that exist forever that means no matter who's in the seat is going to have it I'll give you an example a smile if we learn to smile at each and every student each and every staff member every day and that was throughout our culture and we did that for several years that's a product of something that's going to be with us forever that promotes positivity that's just a small example of what we can do and finally they give an example of go back mess that up by we give an example they give up case scenario if you will so how does this all work and can you give us some examples of this collaboration in action and they talked about a New Hampshire in a New Hampshire schools they wanted to create a learning a platform if you will in the platform basically was created to promote change and deepen adult learning field support relationships professional Learning Network in a virtual space for educators to collaborate and learn this is before crew called in so they were talking about building virtual spaces to learn and so what ended up happening in New Hampshire was engage more people they created more stars that made a bigger impact and so is you know sometimes you call people who are like doing a great job you are star it so when you build that base you have much more of an impact on the students staff you sir but they talked about there was some challenges and I want everyone to hear this so the challenges in the lessons that I learned before things one was the work is complex we have to move from compliance to capacity and support all I saw was Victor in my head cuz we talked about this all the time we talked about compliance versus what we are responsible for so how do we move towards compliance to how we support that still being responsible for the work the next challenge was being clear and having clear communication is key meaning what are your goals in the connections and in bringing about the Y I talked about this a lot the Board of Trustees sat down there were seven goals we are now down to three that are aligned to our local control accountability plant acid minimizing things to have that's clear Focus the first challenge was formalizing the structure and has to be formal have to be systematic and when you do that and you get impact input you can refine it you can shift it so we should be going off on a tangent doing whatever we want to do we better be listening to miss can Jonas and mr. Garcia and all of those teams as well as the board and the community in the parents that way we were fine our practices to get better in our contact in bed in the last find was changing Behavior takes. I don't know most people have kids in the room and trying to change behavior on a teenager do I take time but you have to be consistent in there and so it talks about in school district we get all these initiatives let's do this let's do that but it talks about instead of focusing on the initiative which is important we should focus on cultivating relationships all of this goes back to building the culture and relationships and we heard that we heard that from our our student board member we heard that from our Reverend done and we heard that from our bargaining is things are getting better. That doesn't mean that we are going to have challenges we will because challenges are all around us every day if you're breathing there around and we're we're breeding we're lucky we should be grateful for that and the last picture I have which kind of brings home the point of working together this is our code like where this is at the football game the last Last Friday I think of the Friday before and look how seriously and they were so excited they were happy I said can I take a picture of it when I'm ready to get out on that field and soul us being align us coming together and going back to that cultivating a collaborative culture is extremely important in terms of how we move forward there any questions and comments are based upon that Malaysian okay so we will be moving forward at our next board meeting to chapter for a six and so just three more times you'll have to listen to me talk about this however it is directly connected get to where we need to go as a district to continue to strengthen the work before us thank you going to space the mr. Smith has asked about the third book study cuz most people know we're doing three fun with our administrative team one with the board and we're reading keep kindness with the entire district and I think the first time we had a little over 30% it's not too bad but I will tell you the the the level of deepness and the conversation was I mean it was pretty impactful so I hope that continues to grow because we're really talking about not only being kind to others but also being kind to yourself because if you're not kind to yourself how can you spread that on in and feel comfortable with yourself and there's ways to do that that Houston crap talks about so I hope that continues to grow thank you you too all right moving on item five set calendar the recommendation is to approve consent calendar agenda item is 5.2 and 5.3 Oz provided all matters listed under the consent calendar agenda Arkansas to be routine and enacted by one motion and there's no separate discussion of these items prior to the time the Board of Education considers the motion unless a member of the board or administrative staff request a specific items be discussed and or removed from the consent calendar agenda we have a motion second to approve to send John an agenda as provided I second have a motion by remember anguiano and a second by board member Troutman all those in favor Route 40 item number six Educational Services this item is for the butcher approved a memorandum of understanding with Riverside San Bernardino County Indian Health is there a motion and second to open and discuss item 6.1 I second are there any questions or discussion figuring none I have a motion made by remember Troutman as my board memory we all know all those in favor say aye 96.1 is good 40 and 6.2 this item is for the board to approve the agreement with a level 4 2022-23 as provided is there a motion and second to open and discuss out of 6.2 I second any discussion questions all right I have a motion made by an ornament or a clerk and seconded by we're going to Troutman all those in favor say aye 16.2 is approved oreiro Adam 6.3 does comprehensive coordinated early intervention intervention services plan this item is informational is there a motion and sec to open and discuss items 6.3 I second I would like to invite A Ton Tony akazi Bush and Doctor wolford's share their comments good evening the coordinate the comprehensive coordinated early intervening service plan was shared with us I should say on the federal government this spring I'm notified us the letter that I need a 5 school district is significantly disproportionate in terms of the over identification of white students as it relates to other health impairments as a result of that identification of we have to put together a plan and you see that there's a draft of that plan I'm in the attachment this plan must include four phases of development that first phase of development is simply to collect information I'm to participate in webinars and to collect data the second phase of the plan involves I'm conducting what it's called root cause analysis and that root cause analysis is literally to analyze why we were over identifying students in that category and I also I want to add as part of gold Phase 1 and Phase 2 is to put together a community partner group and a leadership team in terms of helping to identify those Syrian the third phase is to have a draft of the plan and then of course the fourth days which will be coming up in the probably wintertime January or so just to have quarterly progress updates it relates to where we are one last thing is that I'm this plan needs to go before CDE by November 1st on and of course prior to that it needs to be shared with the Board of Education thank you have any discussion questions the district I'm in doctor Wolfforth you may want to a little bit more about what that poor land formation look like it's more of checks and balances for us in terms of where we are and implementing actions that we said we would Implement as a result of that root cause analysis I've been laid out in the plan so the educational Partners group will meet quarterly once implementation of the plan on begins and that will be after we get approval from CD so probably between December and January is when will be beginning implementation and so will meet in January to talk about the implementation and then three months later and then every year we talk to update the plan with your two and then your three it's a 27 month plan and we have to be even if we are not significantly disproportionate next year we have to do the pool 27 months did we do this before or now we have to do this because we got black okay so we have done it before we were flagged and 12:13 yes I'm curious why we are requesting to contract with Cardiff if we already have a contract with him and play Indie Board of Trustees that is a great question and as discussed a do the board item a couple of months ago for Hemet Transportation was the interest of the district searching for additional Charter services in order to support transportation our students send this particular case with Cardiff transportation is two in the case when we do not have the transportation available internally is to then also is externally to be able to make sure that that we meet the needs of students and so anytime that. We're currently in the process of exploring contractor Services were having a discussion with cscar to ensure that we have the common understanding as to why it is that we are Outsourcing for contractors so what are we doing with the Hemet contract is still standing and sometimes it is we do not have the availability with helmet and start this point that we go through the process of reaching out to other contracted services in transit transportation I've heard before that that's a trend that we can't get ahold of Hemet to actually fulfilled their part of the contract so would it be in our best interest to drop him it and go with Curtis at this point there are no charges for they have a contract it's an honor bases overall in the industry transportation there has been a shortage of drivers and currently Hemet has been experiencing a situation here and making sure that they're needing their mates for their students and so you got that is correct as of late with having transportation the support has been a little bit limited and that's why were searched and making sure that we have other ready to go in the need that we we we need the District transportation services for students at Pacific Lee for field trips overnight or example there was a long trip I just recently for a bit at that part of the process that is why we had our Transportation Department for fill that request and and there's one that's coming up where it's going to be some charter buses Addison District buses and important the idea here is to ensure that we have the transportation for students not like the fact they were paying for two contracts when one isn't really fulfilling their and I feel like it's a waste and we should probably drop that contract and get some of our contracted money back I'm sorry I didn't use the card of contract also kind of an add-on on call type contract it is an on-call ask needed the same with him and transportation sure at this point to as the district has spent $0 on the helmet on track I given that we haven't received any services from Hemet and incorrect so it's a based upon the district need not necessarily a contractor agreement that has a monthly cost to it while you're asking us to approve tonight is the ability for the district just have a choice of option A or option and pay for the services rendered from either one it just it gives us a broader spectrum of services correct from two different exactly so you know this is asking for the budget to allow you to do that to move forward The Authority within the contract by the Board of Trustees to ensure that we have a document that protects both the district and the contractor here and moving forward and on an as-needed basis so what the possibility that part of don't have availability to meet our needs that is always a possibility given some of the notice that we receive in the transportation department in advance also as we're working now on making sure that we have transportation available for 8 Grand Theft Auto on the impacts of dieting but the various districts in Southern California graduation night is Just ensuring that we're receiving the request I was it was for the school transportation which is the morning and the afternoon our transportation services you get students to school and from school to home and so this one in particular with Cardiff transportation is only for Charter services will be for the field trips overnights and the extended type of field trip and we would only use place them if our own drivers couldn't do it for whatever reason that is correct I know off topic but not really going back to our board Wrangler question or concern earlier are our district driver's license qualified to drive a charter bus outside of District property that is a great question and sense of actually going to the process of leasing a vehicle I believe that our bus drivers do hold the proper licensing for commercial driving and in this case apart a passenger and so I'm in terms of having our staff that utilize other vehicles will have to look into that for future field trips that maybe longer than a day I just kind of scrape several online on page 44 for them I thought we were good with our building architect of record for the batting High School C-TEC Career Technical education Arts at the p a c and a we are in the final stages of closing on their contract for that project it is an extensive process of going to the clothes out of any construction project and this would be some of the final payments to the again architect of record and so part of the process is to ensure that all of the contractors are pay for so then go ahead and close out the architect contract are we close to closing are we going to be seeing more lines are still pending in the form of retention payment as matter fact for PJ's in em and it was a a portion of the contract and the retention meaning that is a portion that the district is holding on their payments throughout the construction project once it's finalized then we go to the process of issue. That retention amount should we be done by the end of the year would we be done by the end of the year we are expecting for the closeout process of the applicants of the construction project had to be concluded within the fiscal year of 22-23 correct then the Project's been completed Christy finalization of the documentation and the architect in this case with him being on retention do you have we break out into rooms with the rest of us on the team and we were able to discuss what we were learning and this last session we learned about the curb cut effect and but I got out from it was that when we're able to help like a certain population or someone that's in need at the end that opens up the pathways that everybody else benefit because it's like a Trip Lee in fact you guys want to add anything else to that so I do want to add and I shared this in our last break out session cuz typically in the breakout sessions he's our districts across California. participating in this Equity work in and actually it is been very different than the majority of that could work that I participated in and one of the last components I said is I'm really proud of our board members for wanting to do this and being there and in learning and so the last pieces that we do have an equity policy and that board policy is 04 15 and this actually was approved and adopted in 2018 and if you take a look at it it's it's pretty robust but the question is do we need to refine that are there other things giving our contacts as change that we need to either create a non-equity step statement a definition for those questions that we need to and this group is giving us the tools to do that so at our at our last session which I think is the 22nd after that we may be bringing things to the board to have deeper discussions and take a look at that puzzle Palace in the depth but the discussions are really rich and I think you never know where you are so I always talk about Danny when I my speaking what we are we're going but this is really interesting we're in a different place when it comes down to equity because we really tried to bad equity and everything we do we just need to take a a broader look at that in our our Board of Trustees has a full support of that and I'm really a proud to be part of that so thank you thank you Adam 8.2 committee update safety and budget we have any updates good evening so I want to give her a brief update of our safety committee meeting we did hold another meeting on September 29th and the committee actually looked at a couple of different vendors I'm to help us pile our policies and procedures for Emergency Management Systems in the district and for the school sites to help us with our comprehensive safe school plans and the recommendation from the committee after reviewing these two companies we had our zero as one of the vendors and navigate 360 as the other I'm and looking at the quotes that were presented to us and all of the bells and whistles that were presented to us recommendation from that committee to the executive cabinet was for us to utilize our zero as our emergency management system to help us build out our policies and procedures with our emergency plans and then utilize navigate 360 with their Alice training for staff development and the reason we chose to to go with the Alice training with navigate 360 is because Park ring with the Banning Police Department who is already sending officers to that training will allow us to partner and be on the same page utilizing the same terminology as we train our staff and work with RS the other component that we're looking to utilize from navigate 360 is the visitor management system which will allow us to check in all of our visitors in into our school sites utilizing non-proprietary devices which means we'll be able to actually purchase these devices you know an Amazon Walmart and it's not something that we have to go to a specific company and get will work with the technology that we currently have in the district so that's the recommendation for the committee for the executive cabinet now to look at and we are going to I'm a luncheon that we were invited to buy our 02 actually give us a more in-depth look at their program and some of the new features that we will have access to once we select that that vendor another topic of discussion that we discussed was Central Elementary's flow of traffic and their pickup and drop-off situation at the district district area of our parking lot and the there is a recommendation that we have talked about our next step with that is actually reaching out to the school site and really getting their input and actually getting this information now to the families to try and get a safer flow of traffic or not only our parents but our students so that's where we are for our Safety Committee updates are there any questions and thank you Miss Baker thank you Mister Maker good evening again I will be providing an update on the budget committee we did meet on October 6th total of nine committee members made it to the meeting we did not have successfully secured the participation of parents and still working through the process of engaging with the various committees across the district and encouraging parents to participate and we're very hopeful to have her participation at our upcoming committee meeting which is tentatively scheduled for the first week of December third meeting will be scheduled in March of 2023 and then the fourth meeting for the committee is tentatively scheduled for June of 2023 as well as some of the topics that we discussed was the budget cycle which we've all seen here Bike Works but also digging into the cycle within the psychos and so lucky not only had the information is provided by the state and by the governor and the cycle that starts in January and ends in July right around matter fact the governor just signed a few trailer bills clean up some of the language from the United budget just recently so just demonstrating ask you what that cycle looks like also the budget approve is psycho that starts in about May June and really Works through the entire fiscal year into the following year so it's really understanding again the information where it's gathered and how that information is on basis of assumption are then I put into our budget projections we also read the unaudited axles as it was presented catch the board back in September very high level and then also discuss against us for the days that I just presented here so that is a quick update on the budget committee very excited for the first meeting really an opportunity to hear from the committee as to what is it that they're expecting from via VIA platform and also I'm how will be working through the budget cycle which is a reason why the meeting reschedule that are there any questions anything else you would like that in his on Yano you did great and it's good to be able to break down the budget even further and better understand it and if I may add as we're sitting in this budget meeting and we have directors and other executive cabinet members in there were learning to and saw the budget of something that is very complex and so I've been I started in HR and 2009 2010 and that's a part of bargaining and so learning the budget has always been a challenge and I actually never had that type of learning that's happening now in breaking down each component in terms of what it means as we all know moving to lcff which is the local control funding formula which is different than it was in the past and now all these additional grants and additional dollars that are coming in with additional responsibilities notice I didn't say find different responsibilities and all of these things that we have to do it makes it even more complex and so I want to thank you and Mister Ramos preparing that and it and I'm looking forward to continuing to learn more about the budget and I will utilize at the best support Assurance app thank you all right item 9.1 board members comments start go right to left or left to right a good evening I want to thank Jack one or always looking out for our student I know that we have amazing with big hair recently I picked up while waiting for my kids I saw two staff members jump in to help the kids while they were playing tug-of-war and then they started cheering because we were so excited that they had adults helping them either end and it's always exciting Steve Harvey's jobs make these almost small gestures but there's something means so much and then also another day my daughter came running to me saying mommy mommy my sister was playing soccer with us did you see as they were waiting for the Bell to ring do it really fills my heart when I hear these wonderful things that our teachers are doing with their students because it makes such a huge difference for our kids but then also for us as parents because we know that our other heart in the right place and I'm aware that elections are next month as well and my hope is that whoever ends up sitting with us here on the diet has their heart in the right place on because our kids the best that we can give them and my hope is that were able to continue to move forward keeping in mind our kids and our staff who are with them during the days being on the board typically there's more focus on on the negative because their decisions that need to be made certain areas but it's it's very refreshing to hear stories like this and even the stories that you were sharing about your daughter my sock cuz we know that happens we know what happens on a daily basis when our employees are getting out there and and just make an impact on the kids so I would like to just now thank all you guys again and keep on driving on so I'd like to congratulate our our new hire mr. Shaw congratulations Miss Torres I'm very happy for her Mister Sheriff are excited for what he's going to do I'd also like to thank everyone for coming out tonight and stay until the end I know when I was running for school board and stayed for the meetings they were even longer back I want to say thank you to my fellow board members for doing this job with me it's not easy and we don't make easy decisions even though Sim some tend to believe otherwise I wish I could give these details as to how we come to the conclusion all our decisions but the brown act prohibits me from doing so in this job you need to have dedication in my dedication to what's best for the kids what will benefit them in the end and I feel we are still headed in that direction I have two kids in this District that have been here since kindergarten and though I am married to a teacher I would hope our bargaining units don't believe me to be biased I want what's best for all employees and I don't believe we as a board have said or done anything to favor one over the other if anyone feels we have then let's have a conversation you and I as to why you feel that way I'm always available to all constituents students and staff have a great night all right Adam 10.1 bubbly all right item in point one any future board items to discuss can we add this one on the flyer that we received an update there are some additional conversation that the weapon update free I would like to discuss possibly getting air conditioning for the boys and girls locker room at the middle school maybe if we can make that a project mr.
