Citizens' Bond Oversight Committee
The Banning USD Independent Citizens’ Bond Oversight Committee (ICBOC) was established in accordance with Proposition 39 and California Education Code Section 15278 following the voter approval of Measure M (2016) and Measure O (2024).
The Committee’s purpose is to ensure that bond proceeds are spent only on projects approved by voters. It provides transparency and accountability to the community by reviewing bond expenditures and reporting its findings publicly.
About Measure O
Measure O is Banning USD’s local school improvement bond. Approved by voters, it provides funding to make essential upgrades across our schools. These improvements focus on ensuring safe, modern, and effective learning environments for every student.
Duties of the Committee
The ICBOC is responsible for:

Informing the Public about how bond funds are spent.

Reviewing Expenditures to verify that bond dollars are used only for voter-approved purposes, not for salaries or operating costs.

Presenting an Annual Report to the Board of Trustees in a public meeting.
The ICBOC does not make decisions about project priorities, contracts, or construction methods.
Committee Membership
The Committee is composed of at least seven volunteer members, appointed by the Board of Trustees, representing:

One parent/guardian of a Banning USD student

One parent/guardian active in a parent-teacher organization (e.g., PTA or School Site Council)

One member active in a business organization within the District
-
One member active in a senior citizens’ organization
-
One member active in a bona fide taxpayers’ association

Two members of the community at-large
Eligibility Requirements

Must be at least 18 years old
-
May not be a District employee, official, vendor, or consultant
Commitment
-
Term of service: Two years (up to three consecutive terms)

Meetings: At least once per year (typically quarterly)

Compensation: Volunteer (no stipend)
Citizens’ Bond Oversight Committee
To ensure transparency and accountability, Banning USD established an Independent Citizens’ Bond Oversight Committee (CBOC). This committee reviews bond expenditures, monitors project progress, and issues annual reports to the community.
